Ma Xiaowei said that the division and collaboration mechanism among public hospitals is mainly a vertical joint issue. He advocates a vertically integrated medical consortium, including conglomeration. Establish a vertical technical cooperation consortium between county hospitals and rural hospitals, and establish a long-term stable cooperative relationship between the city's tertiary hospitals and county hospitals.

There is also a need to establish hospital investment and compensation channels. The main source of funding for public hospitals is financial investment and individuals. By 2015, people will enjoy basic medical services, and the proportion will not exceed 15%. On this basis, the government's financial input will be increased.
